New Delhi: Encourage film producers to choose a location for shooting Municipal Corporation In Delhi (MCD) areas more than any other, the civic body has come up with a unified project politics Offering highly competitive prices.
However, filming will no longer be allowed at three o’clock landfillsin Delhi – Ghazipur, Bhalswa and Okhla – for security reasons under the proposed policy, officials said. These mountains of garbage have been part of many web series that have been filmed in the recent past.
As per the proposed policy, Rs 15,000 will be uniformly payable for eight hours of shooting at any MCD location, including heritage sites, hospitals, parks, etc.
Apart from this, parking charges for vanities or other vans will be as per existing rates and MCD will also depute a licensing inspector with two civil defense personnel at the film location for security purposes.
“The revised policy has been proposed after discussions with growers in Delhi under the chairmanship of the Additional Commissioner. During the meeting, the majority highlighted the high rate of shootings in MCD areas. Apart from this, the unreasonably high parking charges for the camera crew cars and vans were further hindering the people,” said the official.
Stakeholders have suggested that the fee may be fixed on a differential basis depending on the category of filming such as web series, film, photo shoot, etc. It should be substantially reduced,” said the interested party.
At present, the MCD charges Rs 75,000 per day and the landfill (Ghazipur) Rs 2 million per day. The security deposit is Rs 25,000 and the administrative charges are different in North, South and East Delhi.
“After discussions with the stakeholders, it has been decided that Rs 15,000 (for eight hours) will be paid irrespective of the nature of the building or the area chosen for filming. Then there will be a one-time administration fee of Rs 2000 for each shooting permit irrespective of the number of shooting days and applicable GST will be incurred. The rate of permit fee for 24 hours (one full day) shall be fixed at Rs 25,000,” reads the proposal, which will be tabled in the house on Wednesday.
Officials claimed that the proposed charges are much less than those levied by DMRC, DDA and NDMC.
Regarding crew car parking charges, the applicable rates will be collected for vanity vans and other vehicles. The same fee will be directly transferred to the reimbursable project cell, the official said.
“Apart from all these proposed norms, the MCD commissioner reserves all rights to change the rates or decide it for any particular location. Further, change of post or date may be allowed by the Commissioner or any officer authorized by him. The system generated permit will be issued online from the Delhi Tourism and Transport Development Corporation e-film clearance system,” the proposal said.
