Starger was born on May 8, 1932, in the Bronx, New York. After graduating from City College, he was drafted into the U.S. Army in 1953 and assigned to the Motion Picture Division of the Signal Corps. In Honolulu, he wrote, directed, filmed, and edited documentaries and features for television, the U.S. Department of Defense, and news films.
After the Army, Starger joined the advertising agency BBDO in New York, then moved to ABC as vice president of programming in 1969. Three years later, he was promoted to president of ABC Entertainment, a new position.
